The Smart City Scheme in Mauritius: A Guide for Foreign Buyers

The Smart City Scheme is one of the EDB-approved frameworks under which foreigners can buy property in Mauritius. Where the PDS is about residential developments, Smart Cities are larger, integrated live-work-play zones that combine housing, offices, retail, leisure and green space — designed for people who want to live and run a business in the same ecosystem.

What foreigners can buy

Non-citizens can acquire residential units within a Smart City, and a purchase above USD 375,000 grants a residence permit for the buyer and immediate family, on the same basis as other schemes — freehold ownership, the right to rent out, and free repatriation of proceeds. Smart Cities also offer incentives to the businesses that operate within them, which is what makes them attractive to entrepreneurs pairing a home with a company.

Smart City vs PDS vs G+2

All EDB schemes share the USD 375,000 residence threshold and are affected by the duty change below. The difference is the setting: PDS is a residential development; Smart City is a mixed-use district; and ground+2 apartments are standalone condominium units. Choose by lifestyle and whether you want a business on your doorstep.
